Nitin Gadkari: PAPs in smart cities should be fairly compensated

Minister of Road Transport and Highways, Nitin Gadkari asked the Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL) on Saturday to properly compensate project-affected people (PAPs) in the Smart City area in east Nagpur.

Among those who attended Gadkari's NSSCDCL review meeting on Saturday evening were Mayor Dayashankar Tiwari, municipal commissioner Radhakrishnan B, Smart City CEO Buvneshwari S, MLAs Krishna Khopde and Mohan Mate, MLC Pravin Datke, and collector Ravindra Thakare.

The Minister of the Union expressed concern with the slow pace of construction.

Under the Smart City Mission, NSSCDCL is working on several projects, including tender sure, a project worth Rs 650 crore, and Home Sweet Home, a project worth Rs 220 crore.

Residents are citing inadequate compensation as a reason for refusing to part with their land for Smart City projects, NSSCDCL officials informed the Union minister. They also claimed they didn't have enough money to compensate the PAPs.

Gadkari told the media that if people are dissatisfied with the compensation amount, NSSCDCL and Nagpur Municipal Corporation (NMC) should grant PAPs transfer of development rights (TDR).

The minister directed Manoj Kumar Suryawanshi, chairman of the Nagpur Improvement Trust, to hand over the trust's land in east Nagpur to the NSSCDCL so that PAP rehabilitation could begin.

Gadkari asked that the NSSCDCL include internal road construction in the area-based development of 1,730 acres of land in Punapur, Pardi, and Bharatwada in east Nagpur.

Gadkari asked the NSSDCL to reduce the thickness of existing road projects and use the money saved to build internal roads, citing a lack of funds.
