PM Modi-led CCEA Clears $56.18 bn Rail Project for ECoR

The Cabinet Committee on Economic Affairs (CCEA), led by Prime Minister Narendra Modi, has given the go-ahead for a slew of railway projects, notably featuring the Nergundi-Barang and Khurda Road-Vizianagaram third-line projects in Odisha and Andhra Pradesh. The projects, estimated at a cumulative cost of $56.18 bn, will be entirely funded by the Central government.

These additions to the rail network are set to significantly alleviate operational challenges and ease congestion, ushering in much-needed infrastructural enhancement for the bustling East Coast Railway (ECoR) corridor.

A substantial portion of the 385-km-long project is concentrated in Odisha, aimed at enhancing the capacity of the Howrah-Chennai mainline—an essential trunk route for transportation. While work on the third line between Howrah and Bhadrak, as well as Cuttack, was already in progress, the recent approval extends the third line up to Vizianagaram. The future possibility of a third line connecting Visakhapatnam and Chennai is also under consideration.

Integral to the project is a 2-km-long bridge spanning the Mahanadi River. Additionally, major bridges are slated for construction over Birupa, Kathjori, Rushikulya, Bansadhara, and Kuakhai rivers. The project footprint encompasses 184 km across Bhadrak, Jajpur, Khurda, Cuttack, and Ganjam districts in Odisha, as well as 201 km in Andhra Pradesh's Srikakulam, Vizianagaram, and Visakhapatnam regions.

Upon completion, this venture will yield substantial benefits for Odisha's economic landscape. It will facilitate the efficient transportation of domestic coal from Talcher to southern India through multiple rail routes, channelling coal from Paradip and Gopalpur ports to steel plants. The transport of raw materials like clinker and pet coke to cement plants from Paradip port will also be streamlined.

Additionally, the project will expedite steel exports from various plants, enable swift movement of iron ore from Keonjhar district mines to ports, and ensure seamless coal transportation from Visakhapatnam and Gangavaram ports to Odisha's steel plants. Furthermore, the new infrastructure will pave the way for increased train services, effectively addressing the current congestion along the Khurda Road-Vizianagaram route—an indispensable asset to the ECoR corridor.
