Punjab Government Eases Plot Registration for Unauthorized Colonies

The Punjab government has issued a long-awaited notification allowing owners of plots up to 500 square yards in unauthorized colonies to register their properties without a No Objection Certificate (NoC) between December 1, 2024, and February 28, 2025. The notification has reached the Greater Ludhiana Area Development Authority (Glada) and the Municipal Corporation (MC), providing temporary relief for residents.

Key Details: Eligibility: Plot owners with legal agreements, such as power of attorney or sale agreements, executed by July 31, 2024, are eligible for registration during the 90-day window. Conditions: Plots in restricted areas, along scheduled roads, highways, or violating regional/master plans, or encroaching on public land, are ineligible. Developers Excluded: No relief has been granted to developers of unauthorized colonies. Unresolved Issues: While the notification simplifies registration temporarily, it raises questions:

Will NoCs be required after the 90-day period? What is the status of previously registered plots? Will building plans and electricity connections be sanctioned without a NoC? Stakeholders React: Gurwinder Singh Lamba, president of the Punjab Colonisers and Property Dealers Association, criticized the lack of clarity, stating, “The notification does not address procedures after the window closes or for selling plots.”

However, MC Assistant Town Planner Mohan Singh clarified that the notification applies only to unregistered plots, ensuring previously registered plots remain unaffected. He added, “If the government had intended to redo existing registrations, it would have explicitly mentioned this.”

Authorities expect further clarifications once the registration process begins. For now, plot owners are advised to act within the stipulated time frame to secure their property registrations.
