Puducherry set up 1.1 MW rooftop solar systems in Puducherry

Puducherry Smart City Development Limited (PSCDL) has floated tenders to set up 1.1 MW of grid-connected rooftop solar systems with net metering arrangements on several government buildings in Puducherry.

The deadline to present the proposals is December 16, 2021. Tenders will be opened the next day. The pre-bid meeting will be conducted on December 3.

Prospective bidders must quote per kWh tariff for 25 years from the date of launching the project. The tariff stream quoted by the bidder will then be levelised with a discounting rate of 8.67%. Proposals will be granted based on the lowest levelised tariff for 25 years. The maximum levelised tariff has been capped at Rs 4.68 per kWh under the renewable energy service company (RESCO) model.

The size of the rooftop systems will be 3 kW and above.

Bidders do not need to provide any earnest money deposit for this proposal. But, the successful bidder has to provide performance security of Rs 2.25 million per MW for the allotted capacity within 15 days from the issue of the allocation letter.

The scope of work involves investigation, site survey, engineering, design, supply, testing, establishment and commissioning of grid-connected rooftop solar systems. After commissioning these projects, the successful bidder must also provide comprehensive operation and maintenance (O&M) services for 25 years.

The successful bidder must execute the project within 12 months from the grant of the work.

To be qualified for competitive bidding, bidders must have achieved three related projects in the last seven financial years, each not less than 40% of 1.1 MW capacity. Alternatively, they must have achieved two similar projects, each not less than 60% of 1.1 MW capacity, or one similar project with a capacity of more than 80% of 1.1 MW in the last seven financial years.

In the past three financial years, bidders must have had a minimum yearly average turnover of Rs 12 million.
