MAHAGENCO floats EPC tender for 2 solar projects

Maharashtra State Power Generation (MAHAGENCO) has requested online bids for engineering, procurement, and commissioning (EPC) for its two distinct solar projects.

Each tender has a capacity of 25 MW and 2 MW. The 2 MW solar tender will be at Koradi & Chandrapur Thermal Power Station in Maharashtra. Meanwhile, the 25 MW grid-connected solar tender would be built in Shivajinagar at Taluka.

Both tenders cover design, engineering, supply, construction, erection, testing, and commissioning work. The power developer is also in charge of operations and maintenance (O&M), warranty, and insurance for five years.

For the specified technical scope of work for the 25 MW Solar Tender, bidders are required to include the following information in their bids:

Price(L) in INR per MU inclusive of every applicable tax and duty, Guaranteed Annual Generation (G) in MU > G, and DC/AC ratio = Cumulative DC capacity of the solar arrays / Cumulative rated AC capacity of inverters at reference ambient temp. (According to specification).

For this Maharashtra State Power Generation 25 MW tender, the contract price would be calculated using the following calculation:

Contract Price (X) is calculated as follows: Price Per MU (L) X INR-based Guaranteed Annual Generation (G).

Each prospective bidder must submit a bank guarantee in the amount of 1.16 Crore as bid security or earnest money deposit (EMD), along with the bid. After submission, this bid security will remain in effect for 180 days.

The bidder's net worth must have been positive as of March 31 of the previous fiscal year (FY).

The bidder or consortium's average yearly revenue over the previous three FYs must have been at least Rs 95 crores.

The bidder would be responsible for making the necessary HT/LT arrangements for auxiliary power supplies and would be responsible for paying the power usage fees for the duration of the solar plant's five-year O&M.

Manufacturers of solar modules must have offered products with cumulative installed capacities of at least 50 MW or higher per year for the previous five years.

Any grid-connected single solar power plant with a minimum capacity of 10 MWAC requires the contractor to provide a performance certificate from the owner or developer.

Tender for 2 MW Solar MAHAGENCO has requested bids in two sections, each for 1 MW. Before the last submission date, each interested bidder must pay the vendor registration costs of 5000/- + GST Extra as applicable.

Before the deadline for tender fee payment, the bidder must also pay the tender fee of Rs. 1180 (including applicable GST). There is no refund for either registration price.

For Koradi TPS, the TPS Bid Security Amount is Rs 5.30 lakhs and Rs 5.14 Lakhs for Chandrapur TPS.

If a bidder chooses to submit quotes for both MAHAGENCO EPC tenders, they would each submit separate bank guarantees with EMD amounts.

The bidder must have expertise in completing EPC contracts for grid-connected rooftop solar PV plants with a capacity of 100 KW on a single roof and a minimum combined capacity of 500 KW. (which should have been put into operation before the deadline for bid submission.

The bidder must have a positive net worth as of the end of the prior FY on March 31. The Bidder's annualised average revenue for the previous three FYs.

TPS= Rs 1.59 Cr for Koradi and TPS= Rs 1.54 Cr for Chandrapur.

Within 30 days of the issuance of the Letter of the award, the qualifying bidder of MAHAGENCO EPC tenders would be required to provide a bank guarantee for 10% of the contract amount, including taxes. This bank guarantee is good for 90 days after five years of O&M.

The grid solar power plant's mechanical construction, electrical engineering, and general workmanship must be warranted for at least 10 years.

The output wattage of PV modules used in grid-connected solar power plants must be guaranteed and must not be less than 90% after 10 years and 80% after 25 years.
