BPCL invites bids for 15 MW open-access renewable power

Bharat Petroleum Corporation Ltd (BPCL) has floated a tender for supplying 15 MW solar or non-solar open-access renewable power to BPCL and its Mumbai Refinery at Mahul.

According to the tender and Power Purchase Agreement (PPA), the work for the supplier includes evacuation of solar or non-solar renewable power from the generating source to the delivery point.

The bidders are obligated to bid a minimum for a 15 MW solar or non-solar renewable power on a round-the-clock basis and scheduled delivery from 1 July 2021. The tender will be valid from 1 July 2021 to 31 March 2022.

The deadline for submission of the bid is 23 June 2021, along with a pre-bid meeting scheduled for 10 June 2021.

For eligibility, the bidder should own and operate generating units with an installed capacity equal to twice the contract capacity and supply the contract capacity to the company on a round-the-clock basis. According to the tender document, the estimate of the final power capacity is to be procured around 98.64 million units (MU).

As mentioned in the PPA, interested bidders should submit a bank guarantee within seven days of signing the agreement of issue of the letter of intent (LoA). The bank guarantee should be equal to Rs 0.45 per kWh for the purchase obligation of the renewable power target to twice the unit estimated to be supplied through PPA.

The interested bidders will be eligible if their net worth is at least Rs 0.5 crore per MW of the contract capacity, which amounts to Rs 2.25 crore in each of the last three FYs. The average turnover of the bidder in the last three FYs should not be less than Rs 10.62 crore.
