A committee comprising officials from the three development authorities of Gautam Budh Nagar will likely study guidelines prepared by the Bureau of Indian Standards (BIS) to bring uniformity to building bylaws in the region. This proposal from the Noida Authority comes months after BIS Director-General Pramod Kumar Tiwari urged the inclusion of the Standardised Development and Building Regulation, 2023 (SDBR-2023) provisions in local bylaws.
The new regulation, crafted with input from all states, the National Building Code of India, 2016 (NBC-2016), various Centre policies and acts, and international practices, includes 190 definitions. In comparison, the development authorities have over 60 each.
Officials stated that the committee "comprising senior members from the administration, planning, and legal departments" will study the SDBR and prepare a report on which guidelines can be incorporated into the existing building bylaws. In 2010, the building regulations of Noida, Greater Noida, and Yamuna Expressway authorities were revised to ensure uniformity. This renewed effort to standardise these regulations will be discussed at the Noida Authority board meeting.
The SDBR defines new terms, simplifies the map approval process, and sets standards for building components. Provisions for firefighting, structural stability, water supply, lift provisions, waste management, and universal accessibility are also included.
Officials believe incorporating some SDBR components will eliminate ambiguities. For instance, the regulation features concise sentences in a table format to prevent misinterpretation. It allows for the customisation of provisions like FAR, land cover, and building height to local needs.
The Noida Building Regulations need updating as they are based on the National Building Code of 2005, amended in 2016. The Centre also amended the Model Building Bylaws in 2016. Over the years, new policies from central and state governments have further necessitated revisions to the Noida regulations.
Currently, certain areas have uniform building bylaws, such as map approvals and completion certificates issued through a single portal.
The SDBR regulations cover permit processes for land development, building construction, redevelopment, demolition, and signage in urban areas. Each stage and timeframe are clearly defined and illustrated with diagrams, clarifying and making the system of occupancy certificates effective.
