01 Apr 2023 Long Read

On April 6, the Mumbai Metropolitan Region Development Authority (MMRDA) granted NCC Ltd. an undisclosed contract for 5.868 km of pending work on Mumbai Metro's Line-2B (Yellow line) between MTNL and Chembur stations with a bid amount being significantly higher (24.45%) than MMRDA's estimate of Rs. 635.71 crore.

Scope: Part design and Construction of (Balance Works of Package CA06) Elevated Viaduct and 5 Elevated Stations viz. MTNL Metro, S.G. Barve Marg, Kurla East, EEH & Chembur [Excluding Architectural Finishing & Pre-Engineered Steel Roof Structure of Stations] from Chainage 46860.384 to Chainage 52729.312 of Line 2B [D.N. Nagar – Mandale] of Mumbai Metro Rail Project of MMRDA

Prior to this procurement process, contracts given to RCC Infra Ventures, MBZ JV, and Simplex Infrastructures in 2017 were cancelled in January 2020 due to poor performance parameters.

Following four tender notices between February 2020 and August 2021, NCC was declared the lowest bidder among three firms in October 2021 for completing pending civil work on a 5.868 km section (Package C102) of Mumbai Metro's Line-2B between MTNL - Chembur stations, beating J Kumar (JKIL) and Tata Projects Ltd. (TPL) for its work with a 36-month completion deadline.

MMRDA has attempted to re-appoint a contractor four times since then, and has re-invited bids in February 2020, August 2020, April 2021, and August 2021, with a 36-month deadline and a Rs. 635.71 crore estimate.

Since this time's offer exceeded the estimated budget, further negotiations between MMRDA and NCC management will most likely disclose which failed previously..
