The Jodhpur Vidyut Vitran Nigam (JDVVNL) has announced that they have released three tenders to set up and initiate 39 grid-connected solar power projects. These projects, with a combined capacity of 105.68 MW, are designated for the subdivisions of Churu Circle under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program for feeder-level solarization.
It was revealed that the projects will be executed following the renewable energy service company (RESCO) model. The three tenders are assigned to solar projects of 24.16 MW, 30.68 MW, and 50.84 MW.
The selected bidders, upon securing the tenders, will be tasked with overseeing the operation and maintenance of the projects for a period of 25 years.
The responsibility of providing and installing the relevant 33 kV or 11 kV line, depending on the specific case, to connect the projects to their respective 33/11 kV substations will lie with the project developers. This involves the provision of bays, breakers, and the metering system at the substations.
The estimated cost of each project is Rs 35 million ($425,549)/MW. To participate in all three tenders, bidders must submit Rs 100,000 ($1,215)/MW of the quoted capacity as an earnest money deposit.
Moreover, successful bidders must also furnish Rs 500,000 ($6,079)/MW of the allotted capacity as a performance bank guarantee.
Once the bidders are selected, they will be required to enter into a 25-year power purchase agreement (PPA) with the Rajasthan Urja Vikas Nigam. The PPA will be based on the levelised tariff approved by the Rajasthan Electricity Regulatory Commission. It is essential for the PPA to be executed within seven days of submitting the performance bank guarantee.
