GWMC floats tender to set up waste plant at Bainguinim
A senior officer told the media that the fresh tender has been floated, with revised criteria.
The plant, estimated to value Rs 200 crore, is likely to provide to the entire Tiswadi taluka and will have facilities for bio-methanation, recycling and sorting lines, segregation and composting systems.
GWMC began the tendering process again since all the three bidders got disqualified last month.
In 2008, the Corporation of the City of Panaji (CCP) procured land at Bainguinim to install the waste management plant, and in 2017 the land was given to GWMC. A public hearing was conducted by the GWMC, and the environment clearance was received. CCP had also invited a request for qualification (RFQ) for the proposed plant.
The GWMC chose to undertake the project through a public-private partnership (PPP) on a design-build-finance-operate-transfer (DBFOT) basis, wherein the plant infrastructure will be built by the concessionaire, along with maintenance and operations for 10 years.
Shripad Naik, Minister of Ayush, told the media that the location identified for the solid waste management plant at Bainguinim is inaccurate, and the government should think about it again.
