Gurugram Metro Rail (GMRL) received no bids for the Proof Checking Consultant contract for the 28.5 km Gurgaon Metro line, which will connect HUDA Millennium City Centre and Cyber City.

The new elevated corridor, previously overseen by Haryana Mass Rapid Transport Corporation (HMRTC), is planned to form a ring line, integrating Gurugram and Old Gurugram through 27 stations.

This contract was the third major consultancy package for the metro line, following the Detailed Design Consultant (DDC) contract awarded to SYSTRA MVA Consulting in October 2024 and the General Consultant (GC) contract, which received eight bids in December 2024.

GMRL had invited bids for the Proof Checking Consultant contract in December 2024, with a four-year project timeline. However, during the bid-opening process on Monday, no proposals were received. The scope of work included reviewing and verifying the civil structural designs prepared by the Detailed Design Consultant for the corridor’s 27 stations and viaducts.

The lack of participation in this tender mirrors a similar trend observed in previous bidding rounds. SYSTRA was the sole bidder in two out of four rounds for the DDC contract, indicating limited interest among firms in engaging with GMRL. Possible reasons for the absence of bids could include concerns over the organization’s execution experience or low profitability expectations.

Despite the Indian Government’s Union Cabinet approving the metro project for construction in June 2023, the project has faced significant delays. With no bidders for the Proof Checking Consultant contract, further postponements are likely, pushing the expected start of construction to no earlier than the first quarter of 2026.
