The projects sanctioned under PM-DevINE are executed by State Governments and Implementing Agencies (IAs) in the North Eastern Region (NER), with primary responsibility for monitoring resting with these entities. The Ministry of Development of North Eastern Region (MDoNER) also actively oversees project progress at multiple levels.

To ensure effective implementation, officials from MDoNER and the North Eastern Council (NEC) conduct regular inspections of selected projects. Additionally, Field Technical Support Units (FTSUs) have been established in all eight North Eastern states. These units regularly engage with Implementing Agencies, update project data on the Gati Shakti Portal, and conduct field inspections.

To further strengthen monitoring and quality control, Project Quality Monitors (PQM) and Third-Party Technical Inspection (TPTI) Units have been engaged. Each project under PM-DevINE undergoes a rigorous vetting process, including a Detailed Project Report (DPR) review by reputed institutes like IITs and NITs, followed by approvals from State-Level Empowered Committees (SLEC) and the Expenditure and Investment Monitoring Committee (EIMC). This ensures projects align with Sustainable Development Goals (SDGs), incorporate sustainability measures, and obtain necessary environmental and forest clearances.

The PM-DevINE projects span sectors such as education, health, tourism, connectivity, and livelihood, contributing to employment generation and economic growth in the NER.
