Delhi development body extends final payment deadline

The Delhi Development Authority (DDA) has recently extended the deadline for the payment of the final instalment for over 1,800 premium flats in Dwarka 19B, which were sold through an e-auction. The new deadline for making the 25% payment of the total value is now September 30, having previously been set for August 31. The authority indicated that this decision was made in response to requests from buyers who needed additional time to arrange the necessary funds. The extension was also due to ongoing finishing work in the flats.

Buyers expressed concerns that the DDA has yet to complete essential arrangements, including electricity and water connections, installation of the main entrance gate, appointment of security staff, and development of recreational areas. They have written to officials, fearing that the deadline for transferring possession might be delayed by a month given the current pace of work at the site. The DDA had already extended the deadline once in July.

One allottee, who has made 100% payment, remains uncertain about moving into the apartment. He stated, "We bought a three-BHK flat through e-auction and were hoping to shift during Dussehra or Diwali. However, currently, there is no electricity or water supply, and the power company is busy laying lines and activating substations. There are no security guards, and entry to the apartment is through a side gate, as the main gate is still not operational. Looking at the speed of work, I don't think we can enter our flats this year."

Another allottee, who has yet to pay the 25% instalment, questioned the authority about collecting maintenance charges in advance in March, despite the initial work being incomplete. She mentioned, "Right now, we are paying EMIs for the loan taken to buy the flat, as well as covering expenses for our current accommodation. Access from HIG and Super HIG to the community hall has still not been provided, and work on the sports facilities is also pending."

The site in Dwarka Sector 19B includes 1,858 properties across 13 towers, comprising 14 penthouses, 170 Super HIG flats, and 946 HIG flats. When asked for comment, a DDA official explained that due to demand from many allottees of the Sector 19B Golf View condos for early allotment of flats, the authority had handed over possession as quickly as possible. "However, some allottees later requested an extension for making the balance 25% payment to allow them to arrange their finances. The final finishing work is taking longer than expected, which led to the decision to extend the time by one month," the official stated.
