Telangana DISCOM Floats Tenders for 3 MW Solar Power Projects

It was reported that the Northern Power Distribution Company of Telangana (TGNPDCL) had issued two tenders for 3 MW ground-mounted solar power projects in Karimnagar and Sircilla districts. The last date for bid submissions for both tenders was set as 12 December 2024, with bids to be opened on 13 December 2024. The projects were required to be completed within six months. Prospective bidders were expected to pay a bid security amounting to 2% of the bid value and a transaction fee of 0.03% of the estimated contract value (ECV) up to Rs 500 million (~$5.91 million), plus GST.

Additionally, the successful bidder would be required to contribute 0.04% of the ECV, capped at Rs 10,000 (~$118.37), as a corpus fund. The scope of work was said to include the supply, installation, commissioning, operation, and maintenance of the projects on a 100% turnkey basis, with an operation and maintenance contract spanning five years. It was noted that bidders were required to supply half-cut mono PERC cells with a module efficiency of at least 20.9% and provide a warranty of no less than 12 years. Moreover, bidders needed to quote and possess a bid capacity not lower than the ECV or the value of the work tendered.

Karimnagar Tender (1 MW) The 1 MW project was to be located at Waterworks in Karimnagar district. Bidders were required to be empanelled vendors of the Telangana Renewable Energy Development Corporation (REDCO) or TGNPDCL and to have installed a cumulative capacity of at least 0.50 MW in solar projects on government buildings or under subsidy schemes during the last three financial years. Additionally, they were required to have achieved a minimum annual turnover of Rs 30 million (~$355,113) in at least one of the last three financial years.

Sircilla Tender (2 MW) The 2 MW project was to be situated at CESS Boinpally in Sircilla district. Bidders needed to be empanelled vendors of REDCO or TGNPDCL with a minimum cumulative capacity of 1 MW in solar projects installed on government buildings or under subsidy programs in the last three financial years. A minimum annual turnover of Rs 60 million (~$710,226) in at least one of the last three financial years was also required.

It was further noted that, in June 2024, NTPC Vidyut Vyapar Nigam had invited bids from empanelled contractors for the installation of 1,562 kW of grid-connected rooftop solar power projects in Telangana for the Indian Council of Medical Research.
