Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the central and Rajasthan government, has issued a request for proposals for 5,000 polycrystalline solar modules with 330 W and 335 W of power each. A total of 72 solar cells must be used to construct the modules.
The deadline for bids is 8th October 2021. Bids will be accepted the following day. Bidders are not required to submit earnest money deposits for this tender. They must, however, pay a performance guarantee of 5% of the contract value. Solar cells can be manufactured in India or imported from other countries. The modules, however, must be made in India. The type of solar cells used in the modules must be specified by bidders. Bidders must provide a five-year, six-month warranty against manufacturing defects from the date of supply. At the end of ten years, the module degradation should be no less than 90%, and at the end of 25 years, it should be no less than 80%. Modules should have a minimum efficiency of over 16.5%, and solar cells should have a minimum efficiency of over 18.40%. Modules must perform well in temperatures ranging from -10° C to 85° C, and they must withstand wind gusts of up to 170 km/h on the panel's surface. High transmission, low iron, tempered glass with a minimum thickness of over 3.2 mm should be used for modules. Bidders must have a minimum annual module manufacturing capacity of 20 MW to participate in the competitive bidding process. In the previous year, they should have delivered over 3 MW of solar modules. REIL has set aside 20% of the tender quantity for suppliers from micro and small businesses (MSEs). Procurement from MSEs owned by Scheduled Caste or Scheduled Tribe entrepreneurs will receive 4% of the total. REIL invited bids for contract manufacturing of 6,500 polycrystalline solar photovoltaic modules in February 2021. A tender for the manufacture and supply of 6,500 330 W polycrystalline solar photovoltaic modules had previously been issued by REIL.
