Odisha Floats Rooftop Solar Tender

Odisha Renewable Energy Development Agency (OREDA) has issued a consultancy tender for grid-connected rooftop solar projects on government buildings across the state. The agency aims to expand renewable energy infrastructure, focusing on rooftop solar installations. The selected consultancy firm will be responsible for preparing detailed project reports, feasibility studies, and other necessary documentation to facilitate the implementation of these projects.

Key Requirements and Details:

Bid Submission Deadline: July 10, 2024. Eligibility Criteria: Bidders must have at least five years of experience in consultancy for solar projects, specifically in rooftop solar installations. They should have completed projects of at least 100 kW capacity individually or a cumulative capacity of 500 kW. Financial Requirements: Bidders are required to pay a non-refundable tender fee of ?12,980. Additionally, an earnest money deposit (EMD) of ?1 million must be submitted. A performance security deposit of 10% of the contract value will also be required. Scope of Work: The consultancy firm will conduct site surveys, prepare detailed project reports (DPRs), and provide technical specifications for the rooftop solar installations. The firm will also assist in obtaining necessary approvals and clearances from relevant authorities. Project Allocation: Sites will be allocated to the consultancy firm in phases. Initially, 30 sites will be provided for evaluation, with additional sites assigned based on performance. Penalty Clause: In case of delays, the consultancy firm will be subject to liquidated damages at a rate of 0.5% of the contract value per week of delay, up to a maximum of 10%. Project Timeline: The consultancy firm is expected to complete the feasibility studies and DPRs within 20 days of receiving site allocations. The overall project completion timeline is set for November 2024. Performance Criteria: The consultancy firm must ensure that the rooftop solar systems are designed for optimal performance and adherence to net metering regulations. OREDA?s initiative aligns with Odisha's commitment to enhancing its renewable energy capacity, with a target of installing 6.462 MW of rooftop solar systems through this tender. This project aims to reduce the state's carbon footprint and promote sustainable energy practices in government buildings.
