The West Bengal State Electricity Distribution Company (WBSEDCL) has issued a tender for the comprehensive operation and maintenance (O&M) of six ground-mounted solar projects, totaling 60 MW in capacity. 

Interested bidders must submit their proposals by February 22, 2025, with bids to be opened on February 25, 2025. 

An earnest money deposit (EMD) of Rs 1 million is required, along with a performance bank guarantee of 10% of the total contract value. 

The estimated cost of the project is Rs 150.4 million. 

The selected bidder will be responsible for maintaining six 10 MW solar projects located in Dhaka I and Dhaka II in Birbhum, Santaldih and Chharrah in Purulia, and Sankrail in Jhargram districts. 

The scope includes upkeep of the 33 kV power evacuation systems, ensuring the projects' security, efficient operation, maintaining records of activities, and providing training for WBSEDCL personnel. 

Failure to comply with the requirements or delays may lead to penalties, including liquidated damages and forfeiture of the EMD. 

To qualify, bidders must have experience in installing and commissioning a 10 MW grid-connected solar project, or have executed an O&M contract for a grid-connected solar project, including an annual maintenance contract for major equipment, for at least one of the past seven years. 

Bidders must also demonstrate an average annual turnover of 30% of the project’s estimated cost over the last three financial years, possess a positive net worth, and submit income tax returns for the past three years, along with the latest tax clearance certificate. 

In addition, WBSEDCL recently invited bids for engineering, procurement, and construction (EPC) services for a 20 MW ground-mounted solar project in Birbhum district, West Bengal.
