SECI seeks bids for 500 MW ISTS wind power


The Solar Energy Corporation of India (SECI) has issued an invitation for bids to select wind power developers for the establishment of 500 MW ISTS-connected wind power projects anywhere in India Tranche-XVII.

It was mentioned that the deadline for bid submissions is July 8, 2024, and the bids will be opened on July 11.

According to the scope of work, the wind power developer is required to establish ISTS-connected wind power projects, including the necessary transmission network up to the interconnection/delivery point, to supply wind power to SECI.

Additionally, it was stated that the wind power developer will be responsible for identifying land, installing, and owning the project, obtaining connectivity and necessary approvals, and interconnecting with the ISTS network, STU, or InSTS network.

It was also mentioned that the developer may install the project in the same state as the purchasing entity for STU interconnection. The selected projects under this program will utilise wind power technology, but the selection process will be technology-neutral.

Furthermore, it was specified that a bidder, including its parent, affiliate, ultimate parent, or any group company, must submit a single bid offering a minimum of 50 MW and a maximum of 250 MW.

The requirement for bid processing fee was outlined, which is Rs 500,000 + applicable taxes for each project from 50 MW up to 99.99 MW and Rs 1.5 million + applicable taxes for each project from 10 MW and above.

Additionally, it was mentioned that bidders must submit Rs 1.29 million/MW per project as an earnest money deposit.

The projects will be situated at locations selected by the bidders at their discretion, cost, risk, and responsibility.

Moreover, it was emphasized that only commercially established and operational technologies must be deployed to minimise technology risk and ensure the timely start of power supply from the projects.

It was also specified that bidders must have a net worth of at least Rs 12.9 million /MW of the quoted capacity as of the last date of the previous financial year, FY 2023-24, or as of a date at least seven days before the bid submission deadline.

Furthermore, it was mentioned that bidders must have a minimum annual turnover of Rs 6.9 million/MW of the quoted capacity during the previous financial year, 2023-24.

Lastly, it was stated that only type-certified wind turbine models listed in the Revised List of Models and Manufacturers will be permitted for deployment under this tender.
