Madhya Pradesh Invites Bids for 2.21 GW Rooftop Solar Projects
Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RfP) to develop rooftop solar projects with a total capacity of 2.215 MW across government buildings in Chhindwara, Dhar, and Seoni districts. Bids must be submitted by April 1, 2025, and will be opened on April 4.
Bid requirements
Interested bidders must pay a document fee of Rs 25,000 and provide a performance security of Rs 2,500.
Chhindwara district
- Capacity: 803 kW
- Earnest Money Deposit (EMD): Rs 803,000
- Minimum Net Worth: Rs 8.03 million
- Bidders must not have defaulted on any contract exceeding Rs 12.44 million in the last three years.
Dhar district
- Capacity: 829 kW
- EMD: Rs 829,000
- Minimum Net Worth: Rs 8.29 million
- No history of contract default exceeding Rs 12.43 million in the last three years.
Seoni district
- Capacity: 583 kW
- EMD: Rs 583,000
- Minimum Net Worth: Rs 5.83 million
- No record of contract default exceeding Rs 8.74 million in the last three years.
Project scope and regulations
Selected bidders must sign a power purchase agreement (PPA) with district authorities and will be responsible for designing, installing, commissioning, and operating the projects. They must also set up power evacuation and metering systems in compliance with Madhya Pradesh Electricity Regulatory Commission (MPERC) regulations.
Projects must be connected to the interconnection point for net metering under MPERC guidelines. Consortia, foreign companies, and limited liability firms must establish a special purpose vehicle (SPV) to execute the PPA while maintaining their original shareholding.
Foreign companies must adhere to foreign direct investment (FDI) regulations. Companies from countries sharing a land border with India must be registered with the competent authority, except for those involved in Indian government-backed projects or credit-supported initiatives.
Bidders must conduct due diligence before quoting tariffs for the projects.
Recent developments
MPUVNL recently issued an RfP to select renewable energy power generators for setting up 1,500 MW of solar projects under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.
