The township is planned to cover 521 hectares, with the GDA needing to acquire 501 hectares. Out of this, the development authority already possesses 11 hectares and will need to acquire the remaining 490 hectares from eight villages.

Officials have estimated that Rs 100 billion will be required to develop Harnandipuram, with a significant portion allocated for acquiring land from farmers at mutually agreed rates.

GDA Secretary Rajesh Kumar Singh mentioned that the authority will need to acquire 501 hectares of land, of which 11 hectares are already in its possession, and nearly 490 hectares will have to be acquired. According to the survey, approximately 27 hectares of the land is classified as gram sabha land.

As per a government order, a committee must be formed under the DM if the land acquisition for a project exceeds Rs 100 million. The six-member committee includes the ADM of finance and revenue, the GDA vice-chairperson, a tehsil-level official, a representative from the stamp department, and the GDA Secretary. Singh added that the committee held its first meeting, where DM Singh directed the GDA and tehsil-level officials to jointly survey the land to be acquired.

The largest portion of land will be acquired from Nangla Ferozepur village (247.8 hectares), followed by Shamsher village (124 hectares), Shahpur Morta (54.2 hectares), Champat Nagar (39.2 hectares), Bhanera Khurd (11.8 hectares), Mathurapur village (8.7 hectares), Bhowapur (2.6 hectares), and Morti (2.6 hectares).

Under the CM Urban Expansion New City Promotion Scheme, the state government will fund 50 per cent of the total project cost, with the GDA covering the remaining amount.

Simultaneously, the GDA is preparing a detailed project report (DPR) for the township. On Wednesday, the GDA invited private firms to present proposals for creating the DPR, after which a committee within the GDA will evaluate the presentations. Financial bids will then be invited for the preparation of the DPR, with companies to be paid on a per-hectare basis.
