Assam Invites Bids for 134 MW Rooftop Solar Projects


Assam Power Distribution Company (APDCL) has invited bids for setting up 134 MW of rooftop solar projects across government buildings under the PM Surya Ghar: Muft Bijli Yojana. The capacity is distributed as 76 MW in lower Assam, 31 MW in central Assam, and 27 MW in upper Assam. 

Bidders must submit their proposals by March 11, 2025, with bid openings scheduled for March 12. An earnest money deposit of Rs 840/kW of the quoted capacity is required. Selected bidders will enter a power purchase agreement (PPA) at a tariff of Rs 5.73/kWh. 

The project scope includes design, supply, installation, testing, and commissioning, along with ensuring grid connectivity per APDCL and Assam Electricity Regulatory Commission regulations. Only solar modules from the Approved List of Models and Manufacturers are permitted. The successful bidders must provide operations and maintenance services for 25 years. 

The projects must be completed within six months of PPA signing, with a maximum extension of 90 days. Failure to meet the minimum capacity utilisation factor of 13.5% will result in liquidated damages of 50% of the PPA tariff. 

Eligible bidders must have experience commissioning rooftop solar projects totaling at least 10% of the tender capacity in the last five years, with at least one 50 kW project operational for six months. Financial requirements include a positive net worth for two of the last three financial years and an average annual turnover of Rs 12,600 /kW of the quoted capacity over the last three years. 

In January 2024, APDCL had invited expressions of interest for project management consultancy services for a 1,000 MW grid-connected solar project in Assam’s Karbi Anglong district.
