REIL floats tender for SPV module mounting structures

Rajasthan Electronics and Instruments Limited (REIL), a joint enterprise between the Government of India and the Government of Rajasthan, has invited bids for solar photovoltaic (SPV) module mounting structures (MMS) for water pumping systems.

The successful bidder should provide 300 units of mounting structures for the water pumping systems utilising ten 320 Watt (W) solar modules and 300 units for water pumps with six 320 W modules.

The firm should provide 100 units of each item within two weeks of granting the agreement. The balance must be provided after the release of delivery approval of the rate agreement.

If the delivery of the items is not done by the stipulated date, the successful bidder will have to pay liquidated losses at 1% of the value of the items per week. The damages are subject to a maximum of 10% of the value of each unit supplied.

The successful bidder will have to provide a certificate from a recognised structural engineering institute of chartered engineer attesting a load of module and resistance to winds of up to 150 km per hr before the material supply.

Medium and small enterprises (MSE) bidders must announce their Udhyam Registration or Udyog Aadhar number on the Central Public Procurement portal. Failing to present these documents will disqualify the bidder from availing of advantages offered under the acquisition policy for MSEs.

A chartered accountant certificate is additionally mandatory to approve MSE status according to the recent government guidelines of turnover, investment in plant and machinery, and producer of tendered items.

REIL has allocated 20% of the offered quantity for MSE suppliers. Of the 20%, 4% will be set aside for acquisition from MSE held by scheduled castes or scheduled tribe entrepreneurs.
