Goa floats tender for Bainguinim waste management plant
Goa waste administration minister Atanasio Babush Monserrate told the media that a fresh tender could be floated for a 250 tonne per day waste management plant at Bainguinim. It would be the third time that the tender shall be floated. He said that the Goa Waste Administration Company (GWMC) would transfer a file to the state authorities to drift the third tender. He told the media that the state authorities have to take a call on the cupboard to use the identical expertise used on the Saligao strong state-of-the-art waste management plant for the upcoming rubbish therapy crops in Goa. The project worth Rs 200 crore shall be constructed on a public-private partnership (PPP) venture on a design-build-finance-operate-transfer foundation.The plant infrastructure will be erected by the concessionaire, with operations and upkeep work for ten years. The power generated should be based on recycling, sorting strains, segregation, bio-methanation and composting programs. The bidding course for the PPP venture will be on two levels. In the first level of the request for quotation (RFQ) stage, eligible and potential bidders will be shortlisted based on the submitted documents. In the second level, known as the request for proposal (RFP) or invitation of monetary bids, the shortlisted bidder will get the RFP. Earlier, the Company of the Metropolis of Panaji acquired land at Bainguinim to arrange the waste administration plant, but in 2017, the land was given to GWMC.
