E-courts to link with land records to simplify registration process


To help the bonafide buyers and to know whether their plan of buying land is under any legal dispute, the government plans to link the e-courts with land records and registration databases.

The government believes that it will reduce dubious transactions, help with dispute containment, and reduce the clogging of the courts.

The pilot project of linking e-courts with land records and registration databases has been completed in Maharashtra, UP, and Haryana, and soon it will be launched throughout the country.

The Department of Justice has requested all the High Court registrars to provide clearance to the state governments to link the e-courts with land records and registration database and speedy disposal of the property disputes of the National Judicial Data Grid (NJDG).

Till now, eight courts have responded, including Tripura, Madhya Pradesh, Assam, Mizoram, Nagaland, Himachal Pradesh, Arunachal Pradesh, and Rajasthan.

It is observed that registration of property easily and transparently is one of the parameters used by the World Bank for accessing the performance of 190 global economics on the Ease of Doing Business (EoDB) index.

The Department of Land Resources (DOLR) is responsible for registering the property index. It has earned only 3.5 marks against the total weightage of 13 marks from the quality of Land Administration Index.

To ease the registration of land property and to create a conducive ecosystem, a committee along with the e-Committee of the Supreme Court was set up for linking the e-courts with land records and registration database.

The e-court pilot project is implemented in districts and subordinate courts of the country, aiming to provide designated services to litigants, lawyers and judiciary, through universal computerisation of district and subordinate courts.
